The International DOI Foundation and
Wanfang Data, an affiliate of the Chinese Ministry of Science & Technology, have announced the launch of a Chinese DOI Registration Agency with immediate effect. Wanfang Data will collaborate with The Institute of Scientific and Technical Information of China (ISTIC) in the management and development of the DOI Registration Agency. The agency will focus on the development of a Chinese language platform and gateway for DOI use, and on providing added-value services using DOI names rather than only simple DOI registration. Two initial areas of development will be the development of linking services for Chinese journals, and management of scientific data sets in China: for these applications Wanfang Data will collaborate with existing DOI Registration Agencies dealing with these sectors outside China.
Wanfang Data provides a gateway to information on Chinese culture, medicine, business, and science; it has been the leading information provider in China since the 1950s.
The International DOI Foundation is participating in current activities looking at the development of standards for licensing information. Such standards will likely require persistent identifiers. These include "ONIX for Licensing Terms" and "The Automated Content Access Protocol". The International DOI Foundation has developed the DOI System of actionable persistent identifiers for content-related entities with the aim of providing an infrastructure for applications in content management, including those envisaged in ONIX-PL and ACAP.
ONIX-PL is the first of a family of ONIX for Licensing Terms formats, flexible enough to enable any licence to be expressed in a structured machine-readable format and communicated between systems using a standard XML schema. NISO's Licence Expression Working Group is working with the ONIX Publication License (ONIX-PL) format developed by EDItEUR for the electronic expression and communication of the full range and complexity of licensing terms between publishers and user institutions. The International DOI Foundation is a NISO member and Licence Expression WG participant.
The Automated Content Access Protocol (ACAP) is being developed to enable publishers in all sectors -- books, journals, magazines, and newspapers -- to attach access and usage permissions information to their online content in a form that will allow search engine crawlers to read, interpret and automatically comply with those permissions. The ACAP project is an initiative led by the World Association of Newspapers (WAN), the European Publishers Council (EPC), and the International Publishers Association (IPA). ACAP participants include several large publishing companies and the British Library, with technical participation from search engines (Google, Yahoo, Microsoft) and others including the International DOI Foundation.
ACAP has requirements that are significantly different from those for ONIX-PL. ONIX-PL is designed to express complex licensing expressions, while ACAP needs to be able to express permissions in much simpler terms. ACAP and ONIX are working together to ensure interoperability of the two standards.
The International DOI Foundation will hold meetings in Washington in June this year, in co-ordination with the ALA, NISO/BISG, and other meetings being held at this time and we expect that many participants will wish to attend several of these co-ordinated sessions.
The meetings will provide an opportunity to discuss DOI applications, possible new (and different) application models, and relationship to other key initiatives such as ONIX for Licensing Terms, ACAP, etc.

The DOI is a system for interoperably identifying and exchanging
intellectual property in the digital environment. A DOI assigned to content enhances a content producer's ability to trade electronically. It provides a framework for managing content in any form at any level of granularity, for linking customers with content suppliers, for facilitating electronic commerce, and enabling automated copyright management for all types of media. The International DOI Foundation, a non-profit organization, manages development, policy and licensing of the DOI to registration agencies and technology providers and advises on usage and development of related services and technologies. The DOI system uses open standards with a standard syntax (ANSI/NISO Z39.84) and is currently used by leading international technology and content organizations.
