1. DOI System ISO Standard published

ISO 26324 Information and documentation — Digital object identifier system was published by ISO, the International Organization for Standardization, on May 1, 2012. The DOI System was approved as an International Standard through ISO in November 2010, but publication was held back awaiting revision by ISO of its generic Registration Authority agreement. ISO 26324 is the instrument through which the DOI System, developed by the International DOI Foundation (IDF) from 1998, was adopted as an international standard, and IDF is the ISO 26324 Registration Authority.

ISO 26324 specifies the syntax, description and resolution functional components of the digital object identifier system, and the general principles for the creation, registration and administration of DOI names. The ISO standard complements, and is compatible with, the existing US National Standard ANSI/NISO Z39.84, Syntax for the Digital Object Identifier (2000, 2005, 2010), through expansion to cover a detailed extensible metadata schema and discussion of the guarantees provided re persistence and interoperability.

2. DOI Handbook and web site updated

Coinciding with the publication of the Standard, the DOI Handbook (the main source of information about the DOI System) has been fully revised to be compliant with the Standard. The DOI web site has been substantially revised, as have the DOI factsheets and FAQs. A revised design for the web site will be introduced later this month. The DOI website also includes other public information, news, events and Members-only information.

3. New DOI Registration Agency appointed in Japan

A new DOI Registration Agency has been appointed in Japan. The Japan Link Center is a government-supported national project to improve the efficiency and breadth of information dissemination by gathering scientific and academic metadata held by various institutes, such as libraries, universities, research institutes, commercial publishers and public information providers. The Japan Link Center Project is led by Japan Science and Technology Agency (JST) and several other organizations.

4. IDF Expands Chinese Registration Agency Activities

The Institute of Scientific and Technical Information of China (ISTIC) has been appointed as a DOI Registration Agency. Previously, Wanfang Data was appointed as a Registration Agency in China in 2007 (See DOI News, March 2007) and has since assigned over 1.6 million DOI names. Since its inception Wanfang Data has collaborated with ISTIC in the management and development of the DOI Registration Agency, and this is now recognised in the formal expansion and transfer of the Registration Agency from Wanfang Data to ISTIC. Wanfang Data will remain an active DOI participant through a registration sub-licence from ISTIC under the auspices of IDF.

5. Linked Content Coalition Launch

The Linked Content Coalition has announced the next phase of its work over the next 12 months on a cross-media project to create the framework for a fully interoperable and fully connected standards-based communications infrastructure so that businesses and individuals can manage and communicate rights more effectively online. This project was initiated as one of the "Big Ideas for the Digital Agenda" approved by the European Commission in 2010, and follows a call by the European Commission for proposals for operational standards across the creative industries for expressing, identifying and communicating rights information. The International DOI Foundation is participating in the LCC, and developing further DOI applications complementing techniques already available for using DOIs with Linked Data applications (see DOI News, April 2011).

6. Red Bee Media signs up to the Entertainment Identifier Registry

Red Bee Media has announced its participation in EIDR, the DOI-based initiative to standardise unique content identification. Red Bee Media, one of the world's leading media management companies providing multi-platform technology and creative solutions to broadcasters, content rights holders, platform operators and brand owners, joins the global B2B registry for unique identification of movie and TV content alongside other major industry names such as Warner Bros, Universal and Walt Disney Studios.

7. DOI/Handle System cited as "a powerful system architecture that can be applied to a variety of situations"

In a recent article for the Digital Asset Management Coalition, Nick Sincaglia discusses how "during the early stages of a digital asset's lifecycle, workflow processing is being done in parallel by both internal and external teams. As time goes by and various processing stages are completed, the digital asset slowly accumulates more and more metadata. This newly created metadata might be useful to the other parties concurrently processing these early stage digital asset but they need a way to send and receive the latest metadata updates for this digital asset". He proposes that an internal metadata workflow system based on the DOI System might be a great solution for these types of challenges, and describes the DOI/Handle System as "a powerful system architecture that can be applied to a variety of situations. I think it is safe to assume that I will be filing this under "trends"."

The DOI is a system for interoperably identifying and exchanging intellectual property in the digital environment. A DOI assigned to content enhances a content producer's ability to trade electronically. It provides a framework for managing content in any form at any level of granularity, for linking customers with content suppliers, for facilitating electronic commerce, and enabling automated copyright management for all types of media. The International DOI Foundation, a non-profit organization, manages development, policy and licensing of the DOI to registration agencies and technology providers and advises on usage and development of related services and technologies. The DOI system uses open standards with a standard syntax (ANSI/NISO Z39.84) and is currently used by leading international technology and content organizations.
